GEMS uses the HUD low-to-moderate income schedule by family size to determine eligibility. Given Hawaii’s high cost of living, the LMI schedule includes what many consider to be a middle-class income. As long as the combined household income is not over the 140% mark for the number of people in your household, you likely will meet the income criteria. For example, an O’ahu family of 5 (five people living under one roof, including kids, grandparents, etc) where the combined annual income is less than $212,800, would meet the LMI requirement.

• You will need to create an account on HGIA’s Banyan portal to submit an application. For instructions on applying, please watch the Video Tutorial Playlist.
• Please have the following documents ready to apply:
  • Copy of a valid, government‑issued I.D.
  • Most recent electric utility bill
  • Copy of DHHL Lease (if you are a DHHL Lessee)

The legal homeowner, or tenant, and primary ratepayer (person listed in the upper lefthand corner of the utility bill) at the installation address should fill out the application.
