Every Hawai’i ratepayer helps fund the GEMS program through their electric bill. Qualified rate payers can use it to access affordable solar + battery financing designed to lower energy costs and increase energy independence.
The GEMS program is open to Hawaii residents who are HECO/MECO/HELCO customers with a minimum of 6 months of history with the utility. Applicants must meet the income threshold by family size per the LMI Schedule for their county.
GEMS uses the HUD low-to-moderate income schedule by family size to determine eligibility. Given Hawaii’s high cost of living, the LMI schedule includes what many consider to be a middle-class income. As long as the combined household income is not over the 140% mark for the number of people in your household, you likely will meet the income criteria. For example, an O’ahu family of 5 (five people living under one roof, including kids, grandparents, etc) where the combined annual income is less than $212,800, would meet the LMI requirement.

The legal homeowner, or tenant, and primary ratepayer (person listed in the upper lefthand corner of the utility bill) at the installation address should fill out the application.
